For a basic Twitter Marketing campaign, I think you need only one or two tools. I use TweetDeck and Bit ly. I schedule all of my tweets into TweetDeck, which also alerts me when people ReTweet my stuff, or direct message me. I use Bit ly to shorten all of my links (using a cool personalized shortened link) and to track all of the clicks that my links get.
Obviously, more intense marketing campaigns require more intense tools. But, between those two tools, you can both design your marketing campaign, and track the results, which is really all you need for a basic Twitter campaign. I hope that helps, good luck out there!
