I completely agree with the first answer. If you are a large corporation getting serious about social media, or online media marketing, for the first time, then you should be targeting people who have been social media managers for large corporations in the past. Most large corporations have legal departments that will restrict certain activities that an Social Media Entrepeneur (someone who has demonstrated the necessary skills in a start-up, or on his own sit) would find annoying and ridiculous. People who already are fluent in the politics and rules of large corporations would be a great place to start in this situation.
If you are a small business, new brand, or relatively easy with the legal requirements, then hiring a Social Media Entrepeneur would be ideal for you. Look for someone who has executed the types of campaigns that you envision using. For example, if you have zero social media budget, then you should look at someone who has executed excellent brand-building campaigns on twitter. If you have an extensive budget, then you probably want someone who has built micro-sites, or is an expert in search engine optimization.
The first step is to decide what your goals are with the position, then identify what type of person would be best suited to execute on those goals. Once you have your ideal candidate, then you can start searching through LinkedIn, Twitter, Quora, and google searches to see if you can find a candidate who would be best suited to help you and your organization thrive.
